THEMIS 2012 Semi-final Bucharest

The second semi-final B took place June 18-22. Each participating team submitted a written brief on one of the two categories selected for their semi-final, namely: International Cooperation in Civil Matters as well as Interpretation and application of Article 5 and 6 of the ECHR.

The National Institute of Magistracy (NIM), in Bucharest, Romania has been actively involved in organising this event dedicated to young European judges and prosecutors since the start of the THEMIS competition in 2006. Once again this year, NIM has shown its dedication to the event by organising the THEMIS competition, held from 18 to 22 June 2012.

Mrs Octavia Spineanu-Matei, Director of the Judiciary Institute and Mr  Luis S. Pereira, Secretary General of the EJTN warmly welcomed 14 participating teams from 13 countries.

The two themes addressed during this second semi-final were International Cooperation in the Civil domain and the Interpretation and Application of Article 5 and 6 of the ECHR .

The jury members present were as follows: Mr Koenraad Moens (Belgium), Dr. Inga Kačevska (Latvia), Mr Rimvydas Norkus (Lithuania), Mr  Killian O'Brien (Ireland), Dr. Manuel Miranda Estrampes (Spain) and Mr  João Manuel Da Silva (Portugal). 

EJTN wishes to thank the jury members in particular for their active contribution to this event and the advice provided to participants throughout this week.

The jury then deliberated after the last presentation to determine which would be the two finalist teams.

The announcement of the results

The following teams have qualified for the final to be held from October 29 to November 2, at the Ecole Nationale de la Magistrature (ENM) in Paris.

International Cooperation in the Civil domain:

  • Spain 2
  • Italy 2

Interpretation and application of Article 5 and 6 of the ECHR

  • Romania 2
  • France 6
